The OBD shielding is a small steel safe that encloses the vehicle diagnostic socket. It opens only with a coded key, the same one as the Defender steering lock.
Most thefts of recent cars no longer involve forcing anything: the thief connects a programmer to the OBD socket and within minutes writes a new key, then opens the car and drives off exactly as the owner would. Shielding that socket removes access to the ECU and stops the key being duplicated.
